Reading the new guide book it looks like they did away with the antlerless control elk permits.
However they will allow over the counter elk permits.For what areas we must wait until May.
Must have reached objectives in the areas where they had the control elk permits.

I an not sure why you think they did away with those permits. Control permits were only available over the counter. I imagine we will still see those permits in 2016. They are adding the additional private land cow permits that will also be over the counter. I never saw any mention of the control permits in the 2015 version either. You would have to look in the antlerless guide book to find out about them.
I think if the private land permits start helping with population control I can see them doing away with the control permits but I guess they will have both for the first year or 2 at least.

You are correct. I checked last years guide and that info was not there. It came out later. it would make my planning easier if I knew they would have the control tags.
