I an not sure why you think they did away with those permits. Control permits were only available over the counter. I imagine we will still see those permits in 2016. They are adding the additional private land cow permits that will also be over the counter. I never saw any mention of the control permits in the 2015 version either. You would have to look in the antlerless guide book to find out about them.
I think if the private land permits start helping with population control I can see them doing away with the control permits but I guess they will have both for the first year or 2 at least.
