Archery Elk Hunting South of I-80

Does anyone know why the proclamation seems to be contradictory showing the areas in Salt Lake County South of I-80 as spike only but then states that hunters in the extended archery area may take an elk of hunters choice?

I have asked the Division several times for a clarification and they simply will not return my emails. I guess they have more important things to do like harassing hunters.

Any thoughts or clarifications are welcome.
