There are many great bass waters in Utah. I don't know much about the Northern Utah bass waters, but Quail Creek and Sand Hollow are two of the best Largemouth fisheries in the state. Lake Powell is also a great bass fishery for Largies, Smallies, and Stripers.
Special regulations at Quail, Sand Hollow, and Gunlock Reservoir (another good Southern Utah bass fishery) are as follows:
Bass limit is 4 under 10 inches, and 2 over 20 inches. All bass between 10 and 20 inches must be immediately released.
If you ever need any tips on bass fishing at Sand Hollow or Quail, feel free to send me a PM.
