Lonetree is correct. Those signs have nothing to do with the DWR or its parent agency, the DNR.
The not-quite-readable fine print at the bottom of both the English and Spanish sections says the following:
UNITED STATES DEPARTMENT OF THE INTERIOR
U.S. FISH AND WILDLIFE SERVICE
In other words, these are federal signs placed there by a federal USFWS trapper. As difficult as it might be to believe, the rest of the world doesn't alter its outdoor activities just because hunting season rolls around. ;-) At least the trapper was responsible enough to actually put up warning signs.
