Elk control permits

Quick question, I have a friend coming in from out of state for the muzzy elk hunt, can non-residents buy a control permit?

Your answer is yes, yes they can.

Control permits are unit specific.

No they aren't, but they're are only good in control permit areas that overlap an antlered tag.
