There was a meeting a couple of days ago that included some DNR, FFSL, Bureau of Reclamation and DWR folks. Apparently one of the topics was whether to close the road along Willard Bay out to Harold Crane. This road also continues out to the airboat lanch into Willard Spur, although it is hellish (thanks to rainstorms and idiots with 4WD). Val Bachman said that the Homeland Security guys would like it closed. I know that Box Elder County refuses to maintain it and the DWR doesn't want to spend their money maintaining it. I'm under the impression that HC and the upland area south of Willard Bay was created as mitigation for the construction of Willard Bay. This means that they shouldn't be able to close off access to HC or the Spur. Anyway, I've put in a call to the Reclamation guy to try to find out more info.
On another note - I ran into a very long line of survey markers out in the Bear River Bay a couple of weeks ago. These survey markers go from Promontory east towards Willard Bay. I don't know how far east they go because there wasn't enough water to follow them. There are plenty of vehicle tracks in the lake bed that seem to indicate that the Forestry, Fire & State Lands folks OK'd the access for surveying. I assume this is part of the GSL Mineral expansion that Mike Styler from the DNR and Richard Bueler of the FFSL is allowing. There is a coalition (which includes the Utah Airboat Association and the Utah Waterfowler Association) that is trying to get input on this GSL expansion thing. Apparently Mike Styler doesn't think that groups like the UAB and the UWA qualify as "interested parties" and should have no say in issues that pertain to the public trust of sovereign lands such as allowing the GSL dike-building extravanza. It's all about money, not protecting the public trust...I'll try to keep you posted.
