I doubt it's legal to hunt them anywhere. This page from the USGS shows that they band quite a few nongame species:

Like pelicans and egrets they just want to learn there migration far as shooting them "I didn't see anything" in the guide book.
In other states for certain reasons, seagulls can be killed. Usually on a controlled and limited basis with a permit as most if not all migratory birds are protected. On some garbage dumps in other states some can be killed while attempting to thin them out by scaring them away. They are killed only as a last resort.
They use air cannons on some dumps to keep them away, but kill a few as well with depredation type permits.
