You can either do A LOT of research, or go through a consultant. Many of them will put you in for a fee, usually 30-50 dollars per tag. I prefer to do the research, but it takes a lot of it.
Also, Many publications like Huntin Fool will disclose premium areas in different states. Cabelas has the TAG's program, but remember, you'll typically be put in for the same units as the rest of their clients.
The first thing you need to do is figure out what it is you're after. Is it a good chance at just being able to hunt? Is quality #1? Do you want to be able to hunt several states every year?
