Monte Cristo cow tag

My son and I have cow tags in the Monte Cristo area. Opening week of the hunt we didn't see a single elk. We could hear several bulls back on deseret, but nothing showed on the public side. We can go back up after 11/7 but have never hunted the area that late in the year. Any ideas?
