Can anyone explain how there are any tags left for general deer for the zero points applicants and not everyone with 1 point gets a tag?

^^^^^ Certain hunts had more permits than total applicants^^^^^^

Pine valley. Last year 1 point odds were 1 in 2.1. But 40 tags were given to zero points. Seems like those 40 permits should have been used up in the 1 point tier.

The most likely reason is that they were youth. 15-20% of the total tags are reserved for applicants between 12 and 17 years of age. You see this throughout the general deer and the antlerless draws where there is a small percentage of tags that show up on the reports just like that.

Also could be someone that had zero points that put in with someone with more points and they all drew. It will show on the odds that he drew with zero even though the average for there group was higher.
