Not sure I understand?
The April data I referred to is in the EPA webpage I previously linked that shows the amount of snow in Utah has decreased substantially between 1955 and now. I don't think sun angle is at play in that trend nor does it reference peak snowpack, which I assume is your April 1 rule of thumb.
I think we just have our wires crossed on this one.
