Utah should do what Colorado and Arizona has done.
Arizona has implemented a fee for anyone using state lands, I don't remember just how much but it isn't very much. Anyone who has a hunting or fishing license doesn't need to pay because of their licenses.
Colorado has a Search and Rescue fee that is voluntary. Outdoors people who hunt, fish, ride a ATV, snow machine, and a bunch of other things automatically pay $00.25 on each license, tag, or registration that they purchase. To access a State Wildlife area there is a fee of some sort for those who don't hold a hunting, fishing license.
One nice thing that the liberals in the Legislature did a couple of years ago was to put a low fee on each vehicle that is registered in the state for a State Park Pass, but you can opt out of it. For me it is cheaper to pay their fee on 2 vehicles that it is to purchase a pass and then a second one for a second vehicle. That's about the only thing that I have agreed with them on.
